Hi anyone know how to start up a small business?
. how much capital do i need and how can i have such information.
. What is the aministrative requirement to start a small business.

capital, well it depends on what business you want to do. it's linked to your 2nd and 3rd question actually. you'd have to do the math. rental costs, monthly utilities, corporate vehicle, set aside some $$$ for entertainment with clients (eg. dinner or play golf etc), manpower planning. so it boils down to what business you want.
you can go to www.acra.gov.sg. scroll down slightly in the middle of the page there's a segment on setting up business and a link to bizfile as well. do check that out for admin requirements.
rental depends on your location. you'd have to be pro-active and look around at the rental rates. or check around straits times classified. you might need to do some calling to property agents, do some sightseeing etc.

You don't say what type of business, or type of environment you require.
Cost can vary wildly;
Food-Related will require specific licenses, particular types of business accomodation [vermin proof / concrete floors] & equipment [eg: temperature control, etc].
Retail will require 'customer' insurance policies.
Etc.
Dont' know the Singapore environment but have been involved with Business' in various countries so assume similar facilities will be available within an advanced country like Singapore;
Best Sources for this type of Information, as well as Free Guidance & Support would be to look to:
- Business Registrations Department [Govt]
- Industry Associations Related to the Industry you wish to address
- Tax Department [they can be surprisingly informative & helpful]
- Government department that covers that particular Industry
- [Local] Institute of Management [their Libraries are a Mine of Information
- [Local] Commercial Banks - These will often help with such aspects as Business Planning, & help with 'Contacts' that you are likely to require
- Insurance Companies that Specialise in 'Business Insurance'
