Hi, can anyone explain to me how do I go about building a website like this one?

I'm no IT expert, but this website is done using CSS. could be something else as well. IT expert will be able to tell you.
i'm hopeless with html, css and all those web stuff.
but hope this help a little.
1) get a trial version of a web developing prog. So u can play around with the programme without paying for it.
i recommend Adobe Dreamweaver.

2)surf "How To" sites or get/loan Self-teach books (Web Design for Dummies, Dreamweaver Basics etc.). So you get familiar with scripts, codes, etc.
eg. the one below i find very useful. Basic HTML.

3) if you are using Firefox as your web browser, theres a add-on called Firebug which lets you see other sites' scripts. Good to learn from. =)

This website is indeed very well done. Very few people in the industry can actually do such a site up to this level. Even I can't.
Beginner wise, I'll advise you to start with blogs as its easier to maintain and there are tons of templates out there that you can use.

Yes, we are well acknowledged in the global web design industry. We try to use the latest and greatest in technology.
And it is true that its hard to find people who have experience at this level. Its been months and we still can't find a web developer who can come in and hit the ground running with this site.
Perhaps that is where we fail to think about succession planning when we begin.
I made the same mistake too cos when we started we were so excited and end up some of the projects we did weren't scalable.
Its a vital part of business planning. You do need to know how to replace the guy once he leaves for greener pastures and can that technology be adopted to another programmer.
Most of the time it cant unless you use technology that many understands and get it fix when needed to. Nothing is built once. It has to be improved from time to time for change.

It's your enthusiasm that counts. And never give up. Imagine trying to learn how to understand and introduce beta CMS related educational portal (Apache, Flash, PHP,MySQL) in your final year project alone <shudder>...That as my dissertation project in my uni last year, and mind you I am from BEng, not IT...tats almost a nightmare...
