Actually, I think anyone can make a surau out of anywhere. I know it's is highly encouraged to pray in mosques or suraus, but let's look back at the time of the Prophet saw. He prayed practically anywhere clean.
If you are to be in Western countries, muslims practically pray out in the open. And recently, a group of Muslim students going for futher studies in the Middle East actually prayed out in the open at Terminal 1 Changi Airport. Brave souls they were indeed.
The main point is actually to pray in congregration, not really the issue of the place. It is better than praying alone. What I can recommend you to do is to bring along your sejadah and compass, find a place clean wherever you are. That'll definitely cut the hassle of carrying the piece of paper all the time.
Totally agree with Haz.
Another issue would be finding suitable taps / toilets to perform the wudhu.
I would be easier if you wear slippers or sandals that would not get soaked.

I'm not sure, but so far I've not had any problems finding toilets. And I carry along a bottle of spray bottle with me so when there's no water, I use the spray bottle.
Of course Fadzuli, alhamdulillah Singaporean Muslims are not deaf to the sensitivity of other religions. Although the ideal would be freedom to practice religion out in the open like other countries, it wouldn't be the case in SG. Most of the time, I noticed Muslims praying only in secluded clean places, not out in the open.
Singapore is a non Muslim country. That is why there is a shortage of surau and mosque, unlike in Muslim countries.
Never the less, Alhamdullilah our religion is easy. like Haz mentioned, the earth is a Masjid. Pray anywhere clean and if you find yourself without water, there always Tayammum.( Ablution without water.)
I'm sure Muslims don't force their Deen down into other people's throat, but what I do find disturbing is the need to constantly hide how we should practice it or totally discard some of the teaching of Islam just because of ' being sensitive to others'.
I don't see the non-Muslims being sensitive to us when they do not allow us to freely practice our deen in ALL matters, like growing a beard, or wearing the proper hijab to school and work or having banks that doesn't run on interest, prayer issues at work place and schools..etc.
Singapore Muslims need to learn how to educate the non-Muslim on what Islam is really about, rather than hiding it. These misconceptions about Islam only occur because we Muslims are not doing our part and are too scared to openly proclaim that we are Muslims.
