Hi Ariasnow,

May seems a shock or strange but there is little word of news for madrasahs offering full arabic and english subjects as of now. The main reason was the majority of muslim race in Singapore are Malays. SO commonly madrasahs are conducted in malay (i may be wrong of course...). However, certain subjects are taught in English such as mathematics, as madrasahs offer english language as a subject.

I'm not raised as a madrasah but you could contact the MUIS (religious council in Singapore) at info@muis.gov.sg if any.

Just for info, are you a born singaporean or a permant resident?
