Some time ago a friend helped someone in financial difficulty and right now that person is doing well. yet he would not repay his debts nor even get close to the perosn who helped him. What should the person who helped do ?

i would say just leave it as it is. the person who has helped has earned the reward, why we would think about asking the money back after we have helped. :)
If the person doesnt wish to pay or avoiding to pay, it is between him and Allah. Why we as muslims (knowing that it is wrong to even ask for returns ) ask the money back?
If we lend people's money, will have to take it as the person will not return the money. If u cant afford to lend, then dont do it in the 1st place rather than to complain about it if the person doesnt return the money. :)
