I would like to know how do I can get contact to all Muslim community to have their haircut at discounted rate and with part of it will go to donations. I've been trying very hard to propose to some of the organization but in vain. Hopefully insyaallah you could advise me on this.

To get contact with Muslim community is to share your ideas openly and Inshallah it will spread. We could organize an event together and communicate that idea with different Muslim or non-Muslim bodies.
Yeah basically I would like to provide haircut services at the mosque or any other organisations particularly from Monday to Friday only in the morning. I will charge the price below the market price and some of the proceed will be donated. How do I go about of doing this?

You would need a room, chairs, mirrors etc. Also need to clean up the place after use.
When I was young, my barber would come on a bicycle, with a stool. and toolbox. You have to hold the mirror yourself (no kidding). No need to do area cleaning. All were done under a tree. When I grew a bit older, I would disappear when I saw him coming. Oops, I am digressing.
