My fiance is a foreigner and he'll be on a tight schedule for his trip here for our wedding (11 july 09 sat). have a few questions actually:
1) Marriage registration should be done at least 7 days before. Does this mean we have to do it on 3rd July fri or is 4th july sat ok?
2) Do we have to submit our marriage COURSE cert during the registration?
3) What happens if we submit the cert late (say on 6th july)? Do we still get our marriage cert on the 11th?
4) Anyone tried showing marriage course cert to kadi on nikah day itself and allowed to keep your marriage cert?
I have tried calling ROMM twice but both times I got different responses. One person said we should try to submit marriage course cert 7 days before, another one said it's no problem if we do option (4). Quite scary getting contradictory responses like that....
Anyone has any clue, please help. Thanks!
1) I quote from the ROMM website.
"Time factor for registration in ROMM
You may have your marriage solemnised after 7 calendar days at the earliest or within 150 calendar days at the latest from the date of registration.
Please note that the count to your solemnisation date from the date of registration should be 150 calendar days and not 5 months.
For example: If your marriage solemnisation is to take place on 1 October, you should file your marriage notice on 4 May at the earliest or on 23 September the latest. It should not be calculated as 1 May. The Registry will not accept any registration which does not meet the required timeframe"

2) Yes, on the day you register, that' not all. You need other documents also. Follow the link;

3) and 4) Please discuss this with MUIS if there is an issue of time or inconvenience. So far, I have not seen this issue with those I know of, but it is best to confirm with MUIS personally.
As for the discrepancy, it's better you get the information black and white, means hardcopy of the statement for the ones who gave you their opinion in MUIS. Verbal confirmation does not count in anything in approval or confirmation, so do produce proofs when contacting by using email or asking for their name, department, position, contact number (however, email is still the most sound). I always do that when contacting information from anywhere. Believe me, they MAKE the difference when misunderstanding comes.

I'm trying to recall how mine was. My husband is a foreigner and we had time ristriction as well. i remembered i registered online since i wasn't in Singapore. I filled out all the details, ie imaam for nikah, location how much the mahr was, witnesses etc.

Just follow the prompts and you'll be fine. it's quite easy and it saves you time and all the hustle of going in person to ROMM. Also u don;t have to wait till the last minute which is at least 7 days before. u can do it months earlier. Which is what i did. Get that over with and you don't have to worry it.
Next was the interview which have to be done in person. i can't remember how many days is required for the interview. we did it last minute i think 7days or maybe 14 before since my fiance can only make it to Singapore for a short duration.
I showed the marriage cert on the interview day.

thanks for ur reply. yes i realise some info can be found on the ROMM website but i wanted more confirmation that's why put up the questions. as for emailing them , the website only had a feedback form, and I did send in queries but no response altho it's been almost a month now. hmmmm...maybe no luck in getting black & white info from them.
anyway, finally went down to ROMM personally and got some answers from them. as follows, in case anyone needs the info in future:
1) For marriage between Singaporean to a foreigner, it's best to confirm registration (i.e. interview + submit documents) 9 days before. Wow that's longer than the usual 7. So for my case, since nikah is on 11th, they asked me to confirm registration by the 3rd.
2-4) It's better to submit on the interview day, but due to time contrains, they said it's ok if we submit it later on, i.e. on the nikah day itself to the kadi. The kadi will then allow us to keep our marriage cert (if everything else is in order).
Phew. At least that's another headache taken care of. I guess they do make leniencies for "difficult" cases. :)
So i guess you are doing an online registration? I thought the online registration was an extremely useful tool. :)
What you discribe in 1) sounds like what i did. Confirm registration which is interview and submission of documents during the interview.

i have to voice out what i think about this which includes talking abt Fariz's replies.
It's fair that princessaf gets a refund back, however i think it's also fair that Fariz and myself get some of the points as well since we managed to answer part of her question.
Although Fariz quote from ROMM website it is an answer to her question. We didn;t know that she has already read ROMM website or that she does not reqire that info. On ROMM website as well it mention that you do have to submit your doco on the day you register. Fariz also suggested that she speaks to ROMM for her situation and to get them in writing.
As for myself, i mentioned that she could do an online registration instead of worring if she registers her marriage on time. After her registration, she will go for an interview at a time specified by ROMM which she could submit her doco.
I hope moderator could consider these points.
